No, it isn't a problem, only a suggestion. Some people use the top part to place cam, time/weather effects.... etc...
Describe the solution you'd like
It would be nice to have an option to invert the appearance of effects .... instead of top to bottom, so that they appear from bottom to top (probably some GMs will prefer one or the other option, depending on the configuration of the screen). It would just be super useful to have flexibility in choosing the display. For me it's not a problem per se, I simply have to place the time panel (bottom), but I prefer to have it facing up, since I place the monk token bar, macro bar, etc... at the bottom.
Additional context
For my current configuration, I have to move the time panel. Probably for some GM, may also find it useful to have that versatility to adjust the screen as best as possible.

Another option is to be able to regulate the height of where the effects start to appear. It might be even better than invert the panel. I think the natural option is usually better from top to bottom. Perhaps if you could slightly modify the height from where the effects start, it would be better. This would give the option to use the top area with other things. Maybe with some predefined heights, or fully configurable.
