Investigate LLM support for arbitrary libraries with low/no tooling

Currently to support arbitrary scientific computing libraries reliably requires custom tool generation for task specific actions where fidelity / correctness matters. This issue is to investigate how to make generic support for arbitrary scientific libraries and packages without having to generate custom tools to get them to work reasonably well.
