Hey had the same problem. Just run it as administrator and it works! Should probably put that into the installation guide.

Hey I know you posted this along time ago but I'm going to leave this answer here to help anyone else having this issue.

The issue is you're trying to install the server on the path D:\Downloads\stoneblock3

Drag and drop the .exe file into the folder you want to install the server in, then when it asks to specify the path just hit entre or entre a name to make a new folder.

I really dislike how FTB have done done this installer they should have it as a PowerShell script or a batch file.
