Currently, the newHeads API pub block headers to client when inserted into consensus graph, and client side may receive block headers without epoch and block number.
Strongly recommend to support latest_state parameter for the newHeads API, so that only executed block headers will be published to client side. In addition, once pivot chain switched, the pubsub API will also re-send block headers with smaller epoch number, just lick the behavior of epoch subpub api.
