Redeucing unneeded incosistancies across the repo

There had are few unneeded inconsistencies in the code base that sneak in due to various contributors contributing with various development environment configurations and preferred coding styles. Sometimes unneeded inconsistencies creep in when contributors don't care about the formatting and make a random decision because there are no tools to tell them to go one way or the other.

These unneeded inconsistencies make reviewing PRs more difficult because they act as noise over more consequential changes. To eliminate as much of these inconsistencies as possible formatting rules have to be chosen, enforced and contributors must have assistance resolving there formatting issues.

• What formatting requirements we want to enforce.
• How we want to enforce these requirements and assist contributors in satisfying them.
