Add user selection filter on Lab Test dashboard #10

We need a way to filter Lab Test results on Lab Test dashboard page.

Should work only for roles with access to several users' data.
Should be a user selection dropdown with a list of assigned to this admin users.
On changing dropdown value Lab Test dashboard page should display only chosen user's Lab Tests.
