Getting a prompt window/validation error for template_body

Below issue is still occurring on the OO flow launcher
aws-cloudformation-cp-1.0.19-SNAPSHOT

Issue Description:
The OO Flow failed on validation for templateBody input, However the flow has the template_url value (s3 url). The create_stack operation content is expecting both the input of template_url & template_body.

Based on the OO property help, if the create_stack operation has the template_url as the precedence over template_body, then the template_body could be empty.
It would be clear if the content allow one of these value as empty and we want to request for this fix in CP.

Note:
The similar issue happens for the existing approch with template_body value and empty value in template_url.
