Currently, the classification of ELM and Intune scope is dynamically handled by the Classification cmdlets (in Classified EAM files shown as Tagged by “AssignedObjects” or "AssignedCatalogObjects"). This should be moved to Update-EntraOpsClassificationControlPlaneScope and introducing Parameter files for Classification (similar to Entra ID Roles and AadResources* files). This give more transparency when previous classified Tier1 assets has been classified as Tier0 because of indirect/direct access to privileges with Tier breach in their scope.
