What's your idea?
A list of rules in a server which can be configured by moderators - This will have the option of sending to a rules channel and will update when changes are made.

When punishing users, a dropdown of the servers rules will be given as sample reasons (rather than typing it out manually), so moderators can just select a rule that the user broke

Rules can have a name and description, and a number that auto increments.
