Set expectations for users about the minimal Rust and ClickHouse versions.

For Rust compatibility, @loyd suggested following tokio's policy: https://github.com/tokio-rs/tokio?tab=readme-ov-file#supported-rust-versions

For ClickHouse, we should follow the ClickHouse support policy
