As a Tenant, I can create a Kubernetes cluster via the command line on CloudProvider (OpenStack) so that cluster creation can be automated

Are you thinking above and beyond terraform + ansible?

I am. Likely, this client can call terraform + ansible but I want to make it more broadly consumable
