Hi @NetScr1be - I've only just seen your message in the Wiki (for some reason I was not notified!)
You ask:
Questions for Chris
How far along did you get with this project?
What (legal) standards is it based on?
Is there an API?
Could it be made to work on a blockchain?
Asking because BitNation is looking to offer dispute resolution.
I got to the point of building a foundation for dispute resolution which takes generic plugins for automatic resolution. As an example, I built an automatic resolution plugin which deals with maritime collisions.
Legally, the maritime law plugin is my own understanding of the law. This is based on the "Convention for the Unification of Certain Rules of Law with respect to Collisions between Vessels". It would need checking by an expert in the field.

There is an API for creating your own plugin. Read the documentation at smartresolution.org.
Don't know enough about blockchain to give a proper answer, sorry.
