reuse_public_key_for_change not work when create new did profile.

Issues that were fixed in the past still exist

This should be fixed in main. Note we haven't had a release from main (eg not 2.4.4) for quite a while, but the February 2025 release should be from main. You can still run main and let us know.

There is an rc out now with this fix
