when cni plugin is alktron, some system pods (like coredns) are unable to start

kube-system   coredns-5c98db65d4-9s888                                 0/1     Error     4          1h

The issue is that alktron cni plugin in use requires mandatory neutron data (vpc + portid), which coredns does not provide.
