Update example/optsched-cfg/sched.ini values

Right now, many of the values specified in the example sched.ini file are arbitrarily chosen. I think it would be helpful if they tracked what has been published in our most recent papers.

For example, the {FIRST,SECOND}_PASS_{REGION,LENGTH}_TIMEOUT values are set to 5, but the paper sets them to 1 if I understand correctly.

I think it would be a good idea to add different configurations besides the example. We can have one for amdgpu/x86/etc.

Possibly even one for each useful or interesting test that we found.

We used to have a separate repo that had test results for hundreds of tests and their corresponding ini files. Actually we even used to have some of these in the main repo as well. https://github.com/CSUS-LLVM/dragonegg-OptSched/tree/master/Generic/OptSchedCfg/algs
