We need a response to send the user once the simulation has ended, rather than continuing to look for frames that do not exist. Work with alex to define this behavior

Discussed with Alex and Brandon. Frontend wants a default "end of simulation" frame to be used, with the option to override this frame with a custom one supplied by the facilitator.
Next steps involve implementing this in the backend. Frontend can handle overriding whenever they wish.

Implemented in backend. Closing ticket. New ticket #63 created for frontend implementation
