Add op for proposed guppy report_state functionality #717

Related: CQCL/guppylang#687

If a user is to use report_state in guppy code, it needs to resolve to an instruction that the simulator will be able to handle.

It is in the same similar vein as the result() functionality so it makes sense to implement this in a similar location.
