When using qermit and mypy one sees

Skipping analyzing "qermit": module is installed, but missing library stubs or py.typed marker

Add py.typed -> https://mypy.readthedocs.io/en/stable/running_mypy.html#missing-library-stubs-or-py-typed-marker
