update both docker-related gh actions to do this so we can trace the source of dockerfiles

maybe use https://github.com/peter-evans/dockerhub-description

blocker:

Docker Hub username. If updating a Docker Hub repository belonging to an organization, this user must have Admin permissions for the repository.

I'm an editor, so the action is failing with "Error: forbidden".

we'll have to either switch this repo's secrets to use Vishal's username and dockerhub token since he is the admin, or add me as an admin
