Add template tune for 703 23000kv motors,1610-2 Gemfan, & Ductless Fractal 75 Frame

It took me 3 days to get a tune that would fly really good with 703 23000kv motors,1610-2 Gemfan, & Ductless Fractal 75 Frame.
This template should be available in Configurator.
Attached is the Tune:

I have transferred the issue to the correct repository. We are currently in the process of re-structuring the templates, so it might take a while until the the Template becomes available in the configurator.
Do you have a image we could attach to the Template?
