ENH: New brain state - lingering

I'm not sure what to call this new state. When a person has been in the field of view for a certain period of time, maybe 60 seconds, without triggering any other voice response, the Eyes should send a "lingering" message to the Mouth. The mouth might say, "is there anything else I can do for you?" or "it's nice to see someone spending quality time with me" or "please be sure to look me up in Git Hub"
