This issue was initially created for the "IntDemote" function near the top of DirectoryContents.cpp. However this may apply to additional functions throughout the repo.

Where we can make a function more generic and moved to a new/better home (such as Foundation) where it can benefit the rest of the Mezzanine, we should.
