Users should be able to:

Edit their own details (email, password)
Delete their profile
See other users names
Create new translation channels
Edit existing translation channels
Edit a shared comment on translation channels (to justify the tier, to collect screw ups or any additional information)
Create and edit Vtubers and categories.
Every action should be tracked and who did it should be visible (Nova Action Log)

Admins should additionally be able to:

See complete user information
See submitted messages (Show "Displaying n/total Channels" in FilterBar #6 )
