Add support for sending logs to Application Insights

There should be the possibility to configure, in the runtime section, the connection string for an Azure Application Insight service, so that logs could be send to the service too, in order to provide better integration with Azure Monitor.

The connection string, just like the database connection string, should support @env function, so that it could be read from the enviroment variables
