Ensure support for sovereign clouds

we should check how azure powershell sdk let you use sovereign clouds, like German, China, Government, etc. azure go sdk let you login with the given cloud type and return it as an object, so you can use this object to target that cloud afterwards. it could be the same with the azure powershell sdk, too.
