[BUG] When using proxy cant retrieve resource groups.

Describe the bug
I found a bug when requesting resource groups when I use my own http client with a web proxy this proxy is not used at the silent login causing the exception.

1. Disable outbound ports 80 and 443 in de firewall.
2. Use Azure Resource sample for managing resource groups
3. Add a HttpClient with Webproxy
4. Use .WithHttpClient() on the Azure configuration
5. Run de sample

Hi @weidongxu-microsoft, from what I can see, the rewrite of the SDK which replaces this one aren't yet complete. The Azure App Service SDKs seem to still only be in beta.

This bug is affecting our code, but the replacement SDK isn't yet stable. I'm not very excited about using pre-release libraries if we can avoid it. Which library version should we use that both respects the configured proxy settings, and is also stable and supported?

Another alternative is https://www.nuget.org/packages/Microsoft.Azure.Management.Websites
But it has same life expectation as this one. Both likely to be deprecated pretty soon (another reason is that they depends on ADAL lib, which is to be deprecated 2022).

https://aka.ms/azsdk/dotnet/mgmt is the only lib that will be constantly supported.
