Restart web app action not displaying my Subscriptions

Describe the Bug with repro steps

1. Add "Restart web app" action to your Logic app
2. Click on it to configure
3. Sign in to create a connection to Azure App Service using OAuth and my credentials (My user is Owner on my subscription)
4. Subscription Id dropdown shows "No items"
5. Tried entering custom values, but when it runs throws "Unauthorized" error
