Improvement by short video

Hey. It would be much more functional if users can shot short videos and share it to friends. This feature may be accomplished by native camera API that shots short videos, and file transfer function that will tag this video as "short video" and send it to friends, such that when the receiver get a file tagged its client can load it on the chat room where short video can be displayed directly.

In fact, I am now working a android version of tox client, see https://github.com/zoff99/ToxAndroidRefImpl.
The android and ios client can share the same function if we established a common tag to short video. It would be awesome.
