Fix left navbar

We use https://github.com/valor-software/ng2-bootstrap for the bootstrap integration controllers. They are in a state of development. valor-software/ngx-bootstrap#28 describes an issue where template-url is not easily created. There's some work in https://github.com/AngularShowcase/ng2-bootstrap-sbadmin/tree/AccordionGroup-subclass/ according to that issue, but it's not clear how to manage the subclass implementation.

There are also issues with the tracking state of the navbar being incorrect, easily visible in the reactive HTML (make the page very small or view on mobile).
