Move texts configs into separate section

Description

Texts editing in component config takes up a lot of space, and we have decided to try to split it out into a separate section in the right-hand config panel.

Relevant config properties:

• textResourceBindings
• options
• optionsId

NOTE that this change will require changes on both the regular and beta version of the config views. My suggestion here is to make the new texts section the default view (i.e. no feature flagging), and remove textResourceBindings and options-config into this new section, removing it from both the regular and beta config views.

This issue is tasked ONLY with moving the existing setup for texts into a new section. Other issues will tackle the changes within the text editing components themselves.
