2.9 Decision

This will alter the new release after 2.8.3 today, of 2.9. We can add the dark mode to Bootstrap now using a third-party code, which will remove the light mode. Or, we can wait until Bootstrap v5.3.0 releases so we can have both dark mode and light mode via a switch.
