Load the list of active projects before updating the coding progress table #149

Having to wait 10s for the coding progress table to load before being able to choose the project traffic graph to look at is pretty annoying.

Hmm, perhaps the cause is something else then. Stepping back to the symptom: if you open the dashboards then click the 'traffic' button, the projects don't show for a couple of seconds, so there is probably a performance problem somewhere. Previously it took 10 seconds to show the list, which is how long it took the progress table to load and is why I thought those two things were related.

This is much lower priority now that the message coding table isn't so slow anymore.
