Can this plug turn on the TV? #10

My TV model is LA40D550

I can use this plugin to turn off my TV but not turn it on. Did I miss something?

Some samsung TVs shut down the network port when they are in sleep mode. It is unclear to me if it is possible to wake up such TVs from the network.
