Use ACCESS-OM2 as a sandbox to experiment with compilers

Objectives:

1. Test IFX compiler with ACCESS-OM2. Are there still any Intel Compiler Internal errors?
2. Use an Intel Compiler newer than 2021.2.0.
3. If applicable, improve compiler flags.
4. Do we utilise Vectorisation? If not, how much benefit can we expect?
5. Apply learnings from ACCESS-OM2 in ACCESS-OM3, particularly potential code changes.

Help required:

• Needs instructions on how to setup Spack (https://access-hive.org.au/getting_started/spack/).
• Needs instructions on how to modify a model deployment repository (https://github.com/ACCESS-NRI/model-deployment-template/blob/main/CONTRIBUTING.md).
• Needs an input config for testing.
