Add RBD CLI/Dashboard reporting by default on clusters

Is your feature request related to a problem? Please describe.
Not a problem but there is a RBD module to monitor performance statistics at the actual RBD level that can measure IO/latency/throughput and is very helpful when you have multiple RBD's in production

Have the ansible playbooks enable this by default

$ ceph config set mgr mgr/prometheus/rbd_stats_pools

Do it manually on a customer by customer basis
