At first case, menu is not open on main monitor.
Menu in sub monitor are working.

I saw exactly the same issue after upgrading to Catalina in October last year, but thought it was only me and something on my Mac because I never saw a ticket raised or anyone else raising this issue. I rolled back to Mojave and the issue was gone. 3 screens and Mojave was perfect, 3 screens and Catalina = broken.

I've incidentally noticed very similar behavior with 2 other applications called "CopyClip2" and "Magnet" in Catalina. Changing the window arrangement to all being on the same level fixes the issue, but when switching back to this window arrangement in the first image, the issues return.

I didn't get the point when accidentally Gas Mask (and Helm also) had stopped working, and I had some work-related /etc/hosts configurations stay hidden. @archmagece, thank you for your post. The problem was that I started to use three monitor setup. So temporary workaround is to do not close the editor window, then displays are arranged in three rows.

Perhaps a better solution would be to add a checkbox "Always show icon in Dock" in settings.
