As a user, I would like to be able to type "team coffee" into the Tock code search box and have 18F Administrative & Supervisory - 1814 show up in the search results, so that I can quickly find the right Tock code.
Maybe this could be accomplished by having a list of key words/phrases that could optionally attached to each Tock line, and the inline search could include those key words/phrases.

I have a similar suggestion but perhaps simpler to implement? If each Tock project had a short description, that would reduce the need to go back and forth between Tock and the Handbook. Examples:
18F Administrative & Supervisory - #1814: huddles, team coffee, all hands, performance reviews, misc admin tasks like submitting timecards, OLU, forms, Concur, etc.
18F Hiring / Onboarding - #1241: hiring, onboarding, resume reviews, etc.
18F Staffing - #1812: any conversations about staffing
18F Non-Billable Work - #968: other nonbillable time
Out of Office - #670: vacation, sick, admin leave, etc.
