As a licensee, I only want to see currently active rulings on eRegs so that I can see exactly what I need to do without digging through outdated information. I don't necessarily understand how rulings are numbered.
As a licensee, when I'm being audited for something that happened a year and a half ago, I want to see all the guidance that was relevant during that time period, even if it's been superseded or otherwise canceled.
As a policy expert, I want to see both active and outdated rulings on eRegs so I can better understand the history of ATF's position.

users are able to tell whether a ruling is active or outdated before opening it (could be because no outdated rulings or shown or that they're treated in a visually different way, or something else)
licensees are able to see active rulings without sifting through outdated rulings (this could be because there is an option to hide/show superseded rulings or superseded rulings are located elsewhere, or something else)
licensees have a way to learn what the rulings numbering scheme means
policy experts should be able to find and view superseded and outdated rulings when they need to.
Dependencies
ATF needs to provide the data for current rulings and data for superseded/outdated rulings (or a link to view outdated rulings)
